A license to own more than two dogs may be granted, have conditions imposed or be refused at the discretion of a Dog Control Officer. In considering whether consent should be granted, the attending Dog Control Officer shall have regard to:

  • whether the property is a suitable size for the breed and number of dogs applied for;
  • whether any of the dogs applied for are classified as dangerous or menacing;  
  • whether there is adequate fencing;  
  • whether there is a dog free access to the property;
  • whether the location of kennels is appropriate, and the kennels are suitable and provide adequate shelter for the breed and number of dogs;
  • the previous history of the dog owner in relation to complaints and/or nuisance; and  
  • whether the owner is complying with and familiar with their obligations under the Dog Control Act 1996 and Dog Control Bylaw 2021.

Terms and conditions on the granting of permission, may include (but are not limited) to:

  • specifying the number of dogs that may be kept at any one time;
  • specifying the duration of the permission;
  • restrictions as to the purpose for which such dogs may be kept;
  • provision for hygiene, control, confinement and regular inspection;
  • provision for the protection of other persons or property from being affected in any way by the dogs; or
  • provision for emergencies, including food, muzzles, leads for all dogs, and carriers.

A license relates to the dog owner, their registered dogs and specified property. A license is not transferable to another property, to a new owner at the same property or to different dogs at the same property.

Any license issued may be revoked by the Mackenzie District Council for breach of conditions or if in the opinion of a Dog Control Officer any dog or dogs has become or likely to become a nuisance.

A Penalty Fee for late registrations will be imposed after 1 August of 50% of the appropriate fee.

All known owners will be forwarded an account for registration of their dog(s) during July.  All dogs of three months or more must be registered by the due date of 31 July.

Registration fees can be made in instalments up to 31 July.

Wandering or nuisance call-out fees

A call-out fee of $84.00 will apply and be charged to the owner of a dog that has been identified wandering or causing a minor nuisance. This fee may be imposed over and above any impoundment fee or infringement fine that Council may issue.

Notes

The above information will be kept by the Mackenzie District Council but may be used only for lawful official purposes and will not be generally available to the public. However, section 35 of the Dog Control Act 1996 allows the name and address of the owner of any specified dog to be made available to any person who has made a written application for that information. Before supplying the information, the council must be satisfied of the identity of the applicant and that the information is required for one of a limited number of specified purposes, such as returning a lost dog to its owner or seeking compensation for damage.

Failure to supply any of the information requested in this form that is relevant to your application may prevent the registration of your dog. You are encouraged to request the Mackenzie District Council to correct or amend any of these details if you discover a mistake or if the relevant circumstances change. You are required to notify the council of any change of address, any change in dog ownership or any deceased dogs
